Dance scholarship to study in Belgium

Please, can someone tell me why Dancers can come to England and get grants scholarships etc but my daughter auditioned for a place in a top contemporary dance school in Belgium was one of the only 16 places there was available but is now struggling to do her second year because she can't get any kind of funding from the UK government or help in Belgium, the capital of the EU where everyone should be equal but they don't want to help anyone who comes into Belgium.
